Officer Tuttle’s assignments include working in Redwood City from 2005 to 2007 and at the Chowchilla River Commercial Vehicle Enforcement Facility from 2007 to 2016. Officer Tuttle was assigned CHP's Central Division Commercial Industry Education Program Coordinator in 2017 and currently serves in that position.

Safety: It isn’t Rocket Science… or is it?

Developing a safety culture that works in business can be difficult when P-Q-P, (Profits, Quality, Production) don’t involve and embrace it. The 1986 Space Shuttle Challenger disaster identified an alarming behavior that everyone does and needs to be recognized and changed to effectively integrate safety into the business model. This presentation will identify that behavior and relate it to effective accident investigation techniques and discuss how areas that truly need to be focused on to reduce injuries or loss exposures.

Carl Morello has worked in the Safety & Health and Risk Management field of insurance since 1989, with a large eastern-based US national carrier. He relocated to California in 2006 to lead the loss control operations of a western regional carrier and is presently with Zenith Insurance.

Prior to the insurance industry, Carl worked in the engineering and construction field. He holds a Professional Engineer's License and insurance industry designations of ALCM, (Associate in Loss Control Management), ARM, (Associate in Risk Management), and AFIS, (Agribusiness Farm Insurance Specialist). His undergraduate degrees are in Mechanical and Civil Engineering. He also has an MS in Management and his MBA.

Carl has been published multiple times in the Insurance Journal and has presented on various risk management topics at national and regional conferences.

Mr.Krycia is the External Advisory Board Chairperson for the NIOSH Western Center for Agricultural Health and Safety located on campus at the University of California at Davis. Mr. Krycia is the Agricultural Safety Work Group Lead person for the NIOSH/National Occupational Research Agenda (NORA). He is also an American Board of Industrial Hygiene Certified Industrial Hygienist. Mr. Krycia is a graduate of the University of Michigan School of Public Health, Ann Arbor, and holds a Master’s in Public Health (MPH).

Mr. Gomez has worked in Environmental Health for 21 years as a lead CUPA inspector and hazmat responder. Gus’s roles and responsibility as a lead member of the Emergency Response Team involve responding to facility chemical releases, transportation related releases, and response to clandestine laboratories. He believes that educating storage facilities and the public on safe chemical handling is the most effective way to prevent hazardous material releases. Subsequently, he also believes that training and coordinating between facilities and emergency response agencies should be a priority in order to effectively help save lives, property and the environment. Gus currently works for the County of Fresno Environmental Health Division, and has also worked in the same capacity for Madera and Tulare County Environmental Health.

Employing Nurse Case Managers as boots on the ground to control and resolve out of control WC claims is a practical and underutilized practice. Generally referred to as NCM in the industry, NCMs assigned to complicated claims to interview workers, attend doctor appointment and helps coordinate care. Their fees are usually paid via the claims dept as they help facilitate resolution of claims and can be a valuable voice during the physician visits. Their costs are quickly recouped via claims resolution and claims redirection to appreciate providers. Understanding their role and knowing their value can dramatically reduce friction and miss-information on your frustrating WC claims.

What To Do With Injured Workers: Accommodate or Terminate?

Injured workers present a multitude of problems for an employer. They may pose a safety risk, be unable to perform the duties of the job, suffer re-injury, ask for time off, result in higher workers’ compensation premiums, and adversely affect co-workers’ morale. With all of these problems, why not just terminate the employment relationship? Better yet, why not discover whether applicants have had prior work comp injuries and refuse to hire them?

The laws protecting individuals with disabilities impose certain obligations on employers. Medical examinations, reasonable accommodations and good-faith interactive discussions are all part of those obligations and may limit an employer’s ability to handle employees with workplace injuries.

Shortly after opening the law firm, Doug started Sierra HR Partners, an affiliated HR consulting company.
